Healthy Democracy’s mission is to use direct democracy tools such as democratic citizen lotteries to ensure that citizens from every walk of life have a place in public decision-making. They believe that Lottery-Selected Panels are innovative democratic systems that help governments tackle difficult policy questions and that panelists of everyday people are capable of extraordinary collaboration and sophisticated decision making.
The process of in-depth deliberation changes decision-making itself. Panelists hear from experts and stakeholders on all sides of an issue, consider policy options, and collaboratively write recommendations, fostering ownership over public decision making and enhancing trust in governance.
Citizen panels also serve as incubators surfacing previously untapped ideas and policy production.
